|February 2009 Progress Report on the Abatement and Deconstruction of 130 Liberty Street
Below is the February 2009 monthly progress report on the abatement and deconstruction of 130 Liberty Street. This report includes updates on the progress of work in the building and future milestones in the abatement and deconstruction process.
130 Liberty Street Progress and Milestones as of February 1, 2009
Floors 7 and 6 have been abated and were approved by the New York State Department of Labor (DOL), the Federal Environmental Protection Agency (EPA), and the New York City Department of Environmental Protection (DEP) in mid-January. Overall, all floors down through the 6th have now been abated and cleared by DOL, EPA and DEP.
Abatement continues to proceed in accordance with the Implementation Plan and Emergency Health and Safety Plan (EHASP) for the abatement of 130 Liberty Street, which was approved February 8, 2008.
Abatement on floors 4 and 5 is expected to be complete by February 10, 2009.
Abatement on floors 1 through 3 remains on schedule to be complete by the end of March 2009. Specifically, full abatement has started on floors 2 and 3 and abatement on the first floor will begin shortly.
The building facade has been removed down to the 17th floor, and the facade abatement and removal remains on schedule to be complete by April 23, 2009.
As reported in January, deconstruction will resume once the abatement of floors 1 through 3 is complete, the facade is removed, and a revised Implementation Plan and EHASP incorporating deconstruction activities are approved by the relevant government agencies.
The regulatory agencies provided comments to the drafts of both the Implementation Plan and the EHASP governing the deconstruction. These comments were addressed and the draft plans have been resubmitted to the proper agencies and are currently under further regulatory review. LMDC will post the draft plans on its website in February and will host a meeting for public comment at least two weeks after the posting.
Based on the current progress of work, the expected completion of deconstruction remains fall 2009 as first reported in January.
