Tax Professionals throughout New York and New Jersey to Advise Clients about Donations

The World Trade Center Memorial Foundation and H&R Block kicked off the tax season today, reminding the public that they can donate to the Memorial Foundation through their New York State income tax returns. More than 450 H&R Block offices throughout New York State and New Jersey will promote the tax check-off and H&R Block tax professionals will raise awareness to clients about the option to donate to the Memorial Foundation through their returns.

“After September 11th, we witnessed an incredible outpouring of compassion and assistance. As we approach the start of construction on the Memorial, H&R Block and the Foundation are asking New Yorkers to once again assist,” Foundation President & CEO Gretchen Dykstra said. “The Memorial tax check-off gives people all over New York, from Yonkers to Buffalo, and parts of New Jersey, a convenient way to contribute to building the Memorial.

“We are thrilled that H&R Block is doing its part to help raise awareness about this simple and direct way to contribute to the Memorial and we are thankful to Governor Pataki, Majority Leader Bruno, and Speaker Silver for making the Memorial tax check-off possible,” Dykstra said.

“Tax time is the one time when people have a better understanding of their financial situation and make a variety of decisions, said Philip Mazzini, Vice President and Managing Director of H&R Block. “The Memorial check-off contribution will be a natural part of the tax filing discussion our 4,000 area tax professionals will have with thousands of clients. H&R Block is proud to make our contribution to this special Memorial on behalf of our many clients and associates who were impacted by these events.”


H&R Block will display tent cards and banners promoting the check-off in their offices. All H&R Block offices in New York City and Long Island, as well as around the state, will promote the tax check-off and raise awareness with their clients. In addition, offices throughout Northern New Jersey will participate in the partnership to promote the check-off to New Jersey residents who file New York State income tax returns.

The tax check-off was proposed by Governor Pataki in January 2005 and passed unanimously by both the Senate and Assembly in September 2005. The bill amends the State Tax Law and creates the check-off box on both corporate franchise and individual New York State personal income tax forms beginning with the 2005 tax year. It creates a special “World Trade Center Memorial Foundation Fund” in the custody of the State Tax Commissioner, with funds earmarked only for costs associated with construction and installation of the World Trade Center Memorial.

According to the Giving USA report, published by the Giving USA Foundation, individual giving is the largest source of charitable contributions in the United States. The report found that around seventy to eighty percent of Americans contribute annually to at least one charity, equaling $187.92 billion in 2004.


Since 1995, New Yorkers have donated nearly $17 million to the six other special tax check-off funds, which include Return a Gift to Wildlife, Lake Placid Olympic Training Center Fund, Breast Cancer Research and Education Funds, Missing and Exploited Children Fund, Gift for Alzheimer’s Disease Assistance Fund, and the Prostate Cancer Research Fund.

A donation to any of New York’s special tax check-offs either reduces an individual’s tax refund by the amount pledged or increases by that same amount what a taxpayer must remit to the State. There is no limit to the amount a taxpayer can donate.

The World Trade Center Memorial Foundation, Inc. is a not-for-profit corporation established to raise funds as well as build and operate the Memorial and Memorial Museum at the World Trade Center site.
