Statement of The Skyscraper Safety Campaign
Regarding The WTC & NYC Building and Fire Codes
The Skyscraper Safety Campaign (SSC) has recently been informed that the new WTC Memorial and Museum complex will be constructed under the legal jurisdiction of NYC Building and Fire Departments.
This statement was made at an LMDC Family Advisory Committee meeting on January 24, 2006 by James Kallstrom, Governor George Pataki's Senior Advisor on Counter Terrorism. 9/11 Family Group leaders in attendance reported feeling greatly encouraged by his remarks.
The news that the WTC Memorial and Museum will no longer enjoy Port Authority exemptions and immunities from NYC codes is a victory for public safety and a boost of confidence in the future WTC development.
The SSC, supported by many 9/11 Family Group leaders, and numerous victims' families, has fought consistently to have the new WTC built under the legal jurisdiction of NYC codes, and has rejected the construction of any buildings that are "above the law" as the former twin towers were.
Our brave First Responders can now have a new found confidence in the safety and security of the WTC Memorial and Museum where they will endeavor to protect human life and serve the public who visit there.
With this exciting news, the SSC looks forward to the day that the NYC Building and Fire Departments will have plan review, inspection, and Certificate of Occupancy oversight over all other structures at the WTC complex - including the Freedom Tower - as it does with every other building in this City.
We are further encouraged by the remarks of Mayor Michael Bloomberg at his January 26, 2006 State of the City address in which he indicates his desire for NYC to take control of the two key towers planned for ground zero. The SSC believes that with NYC in charge, the public can be assured of the protection of NYC codes. We share Mayor Bloomberg's conviction that "We need this now, to advance our economy and pay tribute to those who died there.."
