Construction Expert and Former Head of New York City School Construction Authority to Oversee Memorial Construction

The World Trade Center Memorial Foundation today appointed William H. Goldstein as Executive Vice President of Construction. In this position, Mr. Goldstein will oversee construction of the Memorial and Memorial Museum, and related facilities to be built at the World Trade Center site. Mr. Goldstein has tremendous experience in managing capital projects as former head of the New York City School Construction Authority (SCA). He has also held other leadership positions managing large infrastructure programs in the New York region, including the rebuilding of the World Trade Center after the 1993 bombing.

“I am thrilled that Bill Goldstein, a professional with enormous construction experience, broad respect from all, and a personal connection to the World Trade Center, will be working with us,” President and CEO Gretchen Dykstra said. “Known for his ability to manage projects with speed, efficiency, and accountability, we’re lucky to have such a star on our team.”

“Having been involved in the rebuilding of the World Trade Center after the bombing in 1993, the opportunity to now take the lead role in the construction on the Memorial is an endeavor that I take on with great zeal as well as solemnity,” Mr. Goldstein said. “I also leave the School Construction Authority with sadness as well as appreciation to both Mayor Bloomberg and Chancellor Klein for their support and for allowing me to be part of transforming the school construction process at the Department of Education.”

Prior to joining the Memorial Foundation, Mr. Goldstein served as President and CEO of the New York City School Construction Authority (SCA) since 2002. During his tenure, he was responsible for the Department of Education’s $13 billion capital plan and making major changes which consolidated and streamlined the entire school construction process. His changes to the Authority reduced the cost of new school construction by nearly 30%.


Before becoming SCA President, Mr. Goldstein held a number of positions managing large infrastructure programs. As Deputy Executive Director for Capital Programs at the Port Authority of New York and New Jersey, he not only played a major role in the rebuilding of the World Trade Center in the aftermath of the 1993 bombing, but also managed the Port Authority’s multi-billion dollar capital program. As Director of Capital

Program Management for the New York Metropolitan Transportation Authority (MTA) from 1983 to 1992, he was responsible for overseeing the capital rebuilding program. He also served as Vice President of URS, one of the country’s largest construction management and design companies.

Mr. Goldstein holds a Bachelor of Science Degree in Economics from the University of Pennsylvania’s Wharton School and a Masters Degree in City Planning from the University of Pennsylvania.

In early December, the Memorial Foundation issued a Request for Proposals for a Construction Manager for the Memorial and Museum. Construction is expected to begin in the spring of 2006 and the Memorial and Museum are slated for completion in 2009.

Maikish, Executive Director of the Lower Manhattan Construction Command Center, said. “He delivers projects and programs effectively and efficiently on time and on budget – most notably as part of the collective effort of the teams he is so effective in building.”

LMDC President Stefan Pryor said, “As we prepare for a spring groundbreaking for the Memorial, I am glad that someone of Bill Goldstein's caliber has agreed to join our efforts. Bill's expertise, coupled with the efforts of our design team, will ensure that we build an appropriate and beautiful memorial to those we lost.”


The World Trade Center Memorial Foundation, Inc. is a not-for-profit corporation established to raise funds as well as build and operate the Memorial and Memorial Museum at the World Trade Center site. The Memorial, “Reflecting Absence,” will remember and honor the thousands of people who died in the horrific attacks of February 26, 1993 and September 11, 2001 and recognize the endurance of those who survived, the courage of those who risked their lives to save others, and the compassion of all who supported us in our darkest hours.
